Why not. If he has the time and she likes it. I have, it is a turn on to touch them like that. I have seen a lot of women that I would paint their nails if they asked. It may take several sessions before I finished though.
of course it's normal. just like it's normal for a guy to brush his girlfriend's hair, or give her a massage, or even give her a bath. it's just a little intimate moment for each to share.
